I don't really know the price but i found this item is being auctioned on GWGuru Auctions:

It's being sold by a high rated seller. The starting bid is 20k and the Buy Now price is 55k. With this i think you can deduce the price range of your Scepter, hope that helped.

Yeah but the acution one is Death magic which is more derirable than domination.
This should be 5k-10k tops I think or less
