When I was a low on my monk I used these skills:
Orison of Healing
Sig of Devotion
Healing Breeze
Healing Seed
Heal Party
Mend Conditon
Remove Hex
Ressurect
As for the Factions and Prophecies builds there isn't really that big of a difference between what monk skills are used. I normally just use something similar to the build above but I replace Remove Hex for Inspired Hex and take out another skills for Word of Healing {E}. If you are still having trouble then look at the builds in the link I gave you and tweak them to what you see fit. You can also be Healing, Prot, or Boon Prot monk, just depends on what you are more comfortable with.

Heals that only cost 5 energy and have fast cast time are best.
The mesmer spell channeling is a good energy management spell. Cost only 5 energy and a recharge time of 15 seconds.

For 8-46 seconds, whenever you cast a spell, you steal 1 energy from each foe in the area.
Pick Me
Without buying any skills:
Healing Touch (or whatever that spell is that requires you to touch someone to heal)
Healing Breeze
Remove Hex
Mend Ailment
Reversal Of Fortune
Shielding Hands
Resurrect
Smite
Put as many points as you can into Healing, then Protection, then Smite.
This is the starters, when you don't buy any skill at all.
By the time you leave the Island, you should have enough money to buy skills, armor and weapons. Then it gets fun.
When you get to Tyria, you should be around 20th level. There, you can start to get free skills from quests in Tyria. So make sure that you buy skills that can only be found in Factions, no sense in buying something you can eventually get for free.
With Tyria and Factions at 20th level:
Orison of Healing
Word of Healing (e)
Mend Ailment
Rebirth
Vigorous Spirit
Heal Other
Healing Breeze
Healing Touch or Divine Boon or Remove Hex or Signet of Devotion
If I bring Divine Boon, then I also Bring Boon Signet and not Heal Other
Hope this helps.

Tyrian PvP Spike Healer:
Divine Favor: 15 (11+4)
Healing Prayers: 13 (11+2)
Protection Prayers: 9 (8+1)
Sig. of Devotion
Dwayna's Kiss
Healing Touch
Vigorous Spirit
Aura of Faith [Elite]
Remove Hex
Mend Ailment
Protective Spirit
Basically, especially on melee characters you hit them with Aura of Faith and Vigorous Spirit - at this level vigorous will heal for 27 with each attack/skill used. Dwayna's Kiss, for only 5 energy, will heal for 250+. For each hex or enchantement added to your target ally, add 48 healing.
Alternate: Replace Remove hex with life attunement, adding 80%+ healing, if you really want to piss people off....

Head gear has +1 Divine Favor, and a +3 Divine Favor Superior Rune.
Then a major rune for Healing Prayers, and a minor rune for Protection Prayers.

Then a major rune for Healing Prayers, and a minor rune for Protection Prayers. That gives you -105 health. I don't think that will work since you'll become a giant monster magnet. They always go for the partymember with the least life.
Personally I rather play without superior and major runes. It really works, since I am ignored most of the time.

-55 when you count the rune of superior vigor.

Nope, since even without the superior skill runes, you would still use the superior vigor. Nobody likes little health.
Remember, monsters always know who's the weakest link in your party. They either go for the one with the weakest armour or the least health. Maybe there is more they metagame, but I don't know that. Some people are still clueless why monsters always ignore the tank and go directly for them

Personally I rather play without superior and major runes. It really works, since I am ignored most of the time. Actually, he said PvP spike healer, which makes the low health even worse. And the build rather foolish. If you are a spike healer, you should have infuse health - or you must be playing the role of a support spike healer. Regardless, I don't see how this build could help the OP out in the least.
