Well that looks alot like the graphics glitches I used to get before upgrading my video card. It could be that the graphics effect of being 'drunk' are too much for your vid card.

That would not be the drunk part but your graphics problem. I used to have the same thing sometimes in pre searing on my mesmer. Just zone somewhere else and sometimes it goes away if not try restarting guild wars.
