There is a collectors off-hand you can get in Mineral Springs for 5 of those scalps the bird-warriors up there drop (cant remember the names).

Req. 9 - 20/20

I use one of those with a Rago's Wand for my Ele, giving me 30% casting 30% recharge.

Dunno if thats what you are looking for - but you should love the "price"

I have a 20/20 flame artifact...

but its just a crafter one from factions, not a rare gold or anything..

it cost me 5k + materials to craft it but i deleted my ele so if u want it i can sell it to you for 5k.
