55 HP Platform.
Bring Silver Armor and Glyph of Renewal. Target him, pull a few mobs. The more you can take and survive, the better. Stand near him. Watch him die. Takes about 45 seconds to kill him and is easy enough to do. Silver Armor is superior to shield of judgement or Spiteful Spirit in this scenario because it simply allows you to focus all the damage on one target while with SoJ or SS the crowd would be dead too early and in a one on one situation he is far too much of a healer.
Problems:
- You're sometimes taking too much damage. Have no fear, death makes it only better.
- Oni Spawn. You can lure them away most of the time though.

What I do to farm him is to lure his melee allies around me, cast scourge healing on 3/4 of them (including Scar Eater himself) then turning shield of judgement on. His healing burst and release enchants will trigger all the scourge healings and he'll take lots of damage.
You can pull him from the lower ground by casting scourge healing on one of his minions.
To prevent dying I use spirit bond on my 55 along with healing breeze.

Hi there
I tried using Amity's Sliver armour build but could not take him down.
He negates the damage easily by just casting Healing Burst, which forces you into a never ending circle of damaging him again and again.
I tried pulling another group in with his one (after dying and getting 13HP) but had no luck either, so I'm probably missing something.
Thanks

Hi there Amity
I tried again after posting and this time was successful.
The steps I took where:
1) kill group that comes down the hill seperately (watch out for disenchantment from gaki's) just step out of range.
2) Get yourself killed so you have lower hp (I use a -20 offhand which takes me down to 13HP)
3) Aggro the patrol (up hill to right) and drag these into Scar Eater's group
4) Stand next to Scar Eater and proceed with recasting Glyph and Sliver
HOORAY!!!
I don't know what happened those first few times but I guess that I wasn't taking enough damage for Sliver Armour to do it's dmg...
Thanks Amity, your a Star
