Yes they are, but I really feel that when you redeem the orbs you should get the same stats on the dragon mask as exist on the current headgear you are wearing at the time.

that is four slots of storage if you have them all. Will we get a Bowler Hat with a Shamrock hanging out the brim for St. Patty's day? Bunny Ears for Easter? We are all going to become the Imelda Marcus of hats!!
I think that it would be nice if they simply allowed for the item to have the same stats as what you are wearing when you redeem your prize, minus any runes you have added. Then they could make specialty armor and not just hats.

If you go nuts switching headgear so much, perhaps pretty decorative masks are more responsiblity than you are ready for? These are meant to be festive playful items that were given as gifts for fun. They are not meant to be worn into battle. (Unless you have style and flair)

If you roll your mouse over your mask, it says "Dragon Mask" followed by "Customized for Character Name." So yes, it is customized.
