well i have got full faction with both kurzick & luxon. i can't purchase any items i can only do the quests.

See that's the problem. You have full faction on both. Meaning you're on equal terms with both so both won't talk to you. You have to have more faction on the side that you want to be on.

it doesn't help...

on my warrior after i completed befriending the kurzicks to get more map unlocked and possibly get 100% the kurzick merchants always called me a luxon and wouldnt trade, and on luxon side after i did befriending they say sumthin like "you have been seen betraying your faction, go kill yourself" and refuse to trade me also. so i hafta buy stuff on other characters for my warrior. (yes i spent all my kurzick faction)

And also...why do you have full faction for both? It's a waste because as soon as you redeem faction for one side...you lose all of the faction for the other side.

It might be a bug but like the above posters suggest, imbalancing your faction might work.
