The ambassadors are in their respected cities; Luxon ambassador is in Cavalon, and the Kurzick ambassador is in House Zu Heltzer.

Actually if u want to get into cavalon without doing the befriend quest. After getting to the Zos Shivros channel take a short run to the west though the zone to breaker hollow and then stright to cavalon .
