I have the factions campaign and have be unable to unlock or find skills such as shock windborn speed and meteor shower why is this? Is it b/c i only have factions or is there somewhere i am not looking. These skills are asked for for many builds any help would be great.

Some skills are "Core" (the are available to all campaigns), some are Prophecies only and some are Factions only. If you only have Factions, you will not be able to unlock or use these Prophecies only skills unless you add a Prophecies key to your account.

So I Need The Prophecies Program In Order To Get Those Spells Or Is There Another Way?

All 3 skills you listed are Prophecies only; if you wish to utilize them you will need to add a Prophecies key to your account.

That's the only way. Meteor Shower is most definately Prophecies only, not certain on the others.

And of course, unlock the skill and (possibly) travel to the other campaign area to get it.
