I thought you only got stuff from owning cavalon and house zu heltzer, why you want access to these places?

just a guess, but i would bet because controlling those two cities lets you into the "back area" which, judging from the mini-map would give you tiny bit more unlocked toward 'grandmaster cartographer.' if you're sitting at 99.9% or something, that tiny bit could be a big help. i've been in both those cities and wondered if it would actually help.
