+5 energy mods only drop off of weapons that drop in Cantha. Even though you can get to FoW from Cantha, it is still considered a part of Tyria. All of the drops in FoW that are from Prophicies are considered Tyrian drops, so they will not have +5 energy. Therefore, no +5 energy Chaos Axe.
