I was wondering..what bow should a ranger with barrage and conjure lightning...? Shocking Halfmoon Bow of Marksmanship? Shocking Halfmoon Bow of Warding? and how do bows get the +20% damage when health above 50% mod?

It's +15% Damage max for the Above 50% HP mod. The only way to get these mods are to find it on the bows as they come. You'll either find them as drops or get them from collectors.
And if it's a choice between those bows, I'd go with the "Shocking Halfmoon Bow of Marksmanship", since I prefer getting the most out of damage as a ranger.
