Minion Master Question about Raisu Palace mission??

i was wondering during that mission useing a minion master and when you use the Dragon Skill does it count towards your normal total amount you can have up or can you have the one more with the dragon skill??

And you can't use arcane echo to get 2 either (I tried that - doesn't work)
