that means theres a new version of GW ready and it usaully consists of Bug fixes and other little things that most of the time you can't notice what they actully changed cuz it is just a bug fix but sometimes they change skills and other things too

Remember logging out is not enough. You have to actually close the Guild Wars application and restart it. If you logout only to the screen where you enter your username and password, you will get the messages still when you come back in, as you have not loaded the new build.

reason i ask is as soon as i hit the login screen there is this little lightning bolt in the upper right downloading the new build

No, you actually have to quit and restart GW to get the update.

i dont understand the download then but will take you word on it.

Usually the DL is them "predownloading" future changes or content. At least thats my understanding.
