Indeed, you can only do quest from Kryta and onwards, you can do the early missions but they don't count for anything or give any rewards.
Note you can do quest in all of Kryta also the ones east of Lions Arch.
I assume the reason is that it doesn't really make sense to do quest/missions for a much lower level that you would be if you came from Cantha (you would usually be around 14/15 when you get off the island when you have done everything, and that's the same level you would be when you reach Kryta so it makes perfect sense.
Sure it would be nice to get the "free" skills from the quests but don't worry all the skills pre-Kryta are core-skills so you're not missing out on any Prophecies skills.
