I seen Torches in the game, are they melee weapons or just for wielding without attack? or is it a quest item?

Or are they wands with fire on them............

You have either seen firewands or quest items. As far as I know, torches are not weapons in GW.

The Bandit Firestarters in PreSeared Ascalon use staffs that look like torches.
