for PvP air, for PvE fire. a good air combo is light surge, chain lightning, then orb or lightning strike. this combo does cause alot of exhaustion but it hits very hard very fast

I will list the pros and cons of each

Air - Pros - Good spiking, Popular in PvP
Cons - Not so good AoE, Loses mana quickly

Fire - Pros - Good Aoe, Meteor Shower
Cons - Slow casting time, people will move in PvP

Earth - Pros - good wards, pretty good damage
- cons - Not the greatest damage.

Water - Pros - Good status spells
- Cons - not very good damage.

I have played as Air, Fire, and Earth, so my Water cons/pros are most likely off.

If you just want to push two buttons and own the hell out of any PVP PUG out there... go Aeromancer. Doesn't take any skill at all and all you gotta do is hit two buttons in the right order.
If you want something that requires skill go Hydromancer. The Slowdown and Knockdown Effects are really nice and it is almost exhaustion free. Plus you can interrupt a lot with maelstroem.
PVEwise you'd best go Fire as it has the most useful AOE Spells.
And if you want to be a tank, go earth. Though i'd say earth magics main purpose lies in being a secondary to a warrior.

I have a question. If you use a water hex spell on an enemy, and then use lightning, does the lightning skill casted do more damage to the enemy? If so, how much? I might try that on my next build.

It only does extra damage, if the water or the lightning spell specifically says that it does extra damage.
