Not sure of the requirements, and the enchantment part might be 17 I can't remember. I figured that the 20% bonus damage while hexed would be a nice bonus even though it is missing 1 minimum damage and 2 max.

Edit: Checked, the stats are correct, and the requirement is 8.

I'd salvage it for the mods.
The mods are worth more than the whole thing packaged up, just because it's not a max damage. I don't think it's a big deal that's it a little off on the damage, but nobody is going to buy it for much w/o being max. I'd either use it yourself or expert salvage for the mods.
