So what's up with canes? The majority of them have the requirements for a Mesmer, but I have yet found one with any upgrades (gold, purple, or blue). Do modifiers even exist for canes? If so, what are they (e.g. bow strings for bows, staff heads for staffs, etc....)

no, a cane is like unto a wand. Both can come with preinstalled bonuses, like skill recharge, and some even give an energy bonus. But they cannot be upgraded like staffs, bows, etc...
