What class combo has the best DMG output? Is it War/Ele or Ranger/Ele?

That really depends on the individual build and the circumstances. Warriors, Rangers and Elementalists all have high damage capabilities, and different strengths and weaknesses. I personally like my E/Me that puts out a bit over 40 damage per second to a single target, plus some incidental damage on the side. I've seen rangers output similar damage, and warriors with damage and attack speed buffs might be able to outdo that a bit. However, Warriors can be easy to shut down and defend against, rangers are less so, but can still be countered. Elementalists are weak to interrupts and other anti-caster strategies. Overall, it really depends on the individual build and the situation that you're fighting in- some teams will make your warriors useless, while against other teams, a couple warriors will be unstoppable.
