Shield mods I'd like are:

Str. requirements
+health while enchanted
-2 damage while enchanted
max armor

I know you said must be 20%
but I thought I would post any ways
I have a 18% one
also I have a axe with a 20% on it
axe stats are max damage +14% damage while health is over 50%
my char is

if you want to get at me I just spent 150k on 2 axes. I really only need the Enchanting.
