What is the max skill level

The book shows it as being 15. But i put all of my public school math skills to work and added up 16.

was this just an error on their part?

that is correct. other armor pieces dont have a +1 except for helms/caps/etc. so its 15 for all, while 16 for helms.

correct me if i'm wrong.

The book probaly wasnt counting the helm. Cuz if i wanted max energy storage but had fire hat. it wouldnt be 16. it would be 15. so im assuming they werent counting hat/cap etc.
