I have a few questions about values of weapons and modifiers.

1.Which is the most precious Fellblade Or Crystalline?

2. most wanted damage mods 15% >50, 15 always -5 energy or while enchanted?

3. On a sword are these the best added modifiers 5:1 lifesteal and 30+ health?

4. on a storm bow is the vampiric bostring sought after seeing as bows are pretty slow or is there another mod which is better for bows?

Id love to know

Can't help you here. I don't care about looks -- just performance.

2. most wanted damage mods 15% >50, 15 always -5 energy or while enchanted?

The 15%>50 bonus seems to be the most popular, but it depends on the type of char using the weapon. Some people don't care about losing five energy and in some areas it's possible to keep an enchantment on permanently without having it stripped/shattered.

3. On a sword are these the best added modifiers 5:1 lifesteal and 30+ health? There are no vamp mods higher than 3:1 for swords or axes. If you're a monk, you might think about using an enchantment grip. Otherwise, defense grips own HP grips most of the time.

4. on a storm bow is the vampiric bostring sought after seeing as bows are pretty slow or is there another mod which is better for bows? People really like vamp strings, but using anything other than a 4:1 (at the bare minimum) of 5:1 is a big mistake. Putting a vamp on anything other than a short-bow range bow is also likely a mistake, though I haven't done the math.

My responses are in bold above.

The vampiric bow question is interesting - it is worth noting that a 5 point vampiric adds 5 to your damage, and that that is damage that is unaffected by armour. 1 pip degeneration is 2 health a second, so with a 5 point bowstring you break even if you fire a shot every 2.5 seconds; thus anything but a Hornbow, Shadow Bow or Ivory Bow will at least break even while firing normally. If you use the occasional Barrage, Dual Shot, Quick Shot or speed boost (Tiger's Fury) you can actually gain health, but the mod really isn't about gaining health, it's about gaining damage. Obviously, since it is a flat bonus for every hit the faster you hit the better the mod, so it'll work best on a shortbow, halfmoon bow or flatbow, and will be best used in combination with a speed boost and/or multiple arrows to up your damage. With just Tiger's fury running for 7/10 seconds and using no dual shots, quick shots or barrage you can count on dealing an extra 3.33 damage a second or so from a 2.0 second bow, which also thus boosts your health by 2/3 of a pip, or by 2.5 damage per second on the slowest bows, resulting in only 1/4 of a pip gain, and a bit less damage. When you intersperse non-bow attacks with these you may find that you are actually losing health having the mod on, but the extra DPS may be worth it anyway - necromancers routinely throw health away to deal damage, and with rangers operating at a range they are in a good position to make the deal of suffering a bit to deal extra damage.

Fellblade is more common than Crystaline, so Id say crystalline is "more precious" as you put it

4:-1 Vampiric String is the best string available for the bow(yes I am fully aware of the 5:-1). The 4:-1 gives you optimal performance and won't cost you 100,000 gold. 3:-1 and 2:1 vampiric strings are super effective if you can utilize Tigers Fury + Barrage or Dual Shot while using it. Even a 1:-1 is effective if used correctly.
