questions about some bow skills

hi there.. i am currently workin on my r/me build - interuption, and i was wondering do skills such as savage shot, punishing shot and concussion shot work like distracting shot in that they dont have flight time and they dont have attack speed when shooting the arrow so that the arrow automatically can hit an enemy while casting a spell?
