how can a new Char have elite skills (PvE)

Sorry for a bit of a newbie questions but having just worked my way through the game once I have created a new char. So been checking through some very helpfull posts on here & noticed that for skills people list elites & others which aren't avavilble till later. How is this possible to have so many skills just after leaving pre??

As far as I know, you can't get any elite skills until much later in the game. You can't get a Signet of Capture until Lion's Arch. Then, most of the elite skills have been moved to the Desert areas and after which is in the late part of the game. I think there used to be a few elites available earlier, but they were moved.

some let themselves be rushed from beacon's perch to droknar's for money. then you can hunt elites.

lol virulence whas i think the only elite before the desert in errrrrm.

the mission after the wilds one of the little creepy devourers had it but i think they changed it lol.

From what I have seen, all "builds" pretty much assume that you are already 20th level and/or otherwise have access to all skills (in other words, they tend to be PvP builds, or very high-level PvE..."newbies need not apply", apparently). I have seen few, if any, builds which actually take into account that not everyone is, in fact, 20th level, and may not have access to everything yet.

As a result, I pretty much ignore all such build lists and just come up with my own skill mix, depending on the situation.

Since we are on the topic of getting elite skills, the finally charr boss in pre-searing has the elite skill "Barrage". Not very happy about that...
