WTB: Air Wand/ Artifact + Axe

I need an Air wand or storm artifact with the following mods:

+15 energy
-1 regen

they have to obviously be max stats (11-22 for air wand, +12 energy for storm artifact). I don't care if its blue or purple or yellow, as long as it ha sthe following stats.

also I need an axe:

6-28 (req < 10 axe)
dmg +10%-15% (when hp > 50% or enchanted or stance, but I will pay more for a hp >50% one)

no hand axes please. I'd rather have sickle, sephis, spiked, sumthng that looks good. Also, i will buy collector's axe (is it in stance or hp > 50%??), however price will be reduced compared to a non collector axe.
