In the Southern Shiverpeaks past the Ascension quests in the desert which is past the missions after Lion's Arch. Copperhammer mines is an explorable area west of the Iron Mines of Moladune missoin outpost. I can confirm that Mark of Rodgort is there (I was looking for it too)

Is the Moladune outpost near Thirsty river.........can you get to Copperhammer mines from thirsty river....Do you have to ascend before you have acsees to Copperhammer???.....I need to get there so I can get Mark of Rodgort so my W/E will have a chance in PvP......thanx

The Iron Mines of Moladune are part of the storyline. You will have to do a few more missions and you'll be brought there. You can get there without ascending, but it's time consuming and either difficult or expensive.
