Ok, I noticed in the suggestions thread that a number of people couldn't use the bags effectively.
To use the bags. DO NOT HIT "I".
Hit F5, F6, F7 and F8. All bag windows will display.
Yes, you can use salvage kits, ID kits etc between bags.

Seeing this, I guess the main suggestion is for ArenaNet to provide some kind of documentation? Maybe a quickly-done rtf/pdf file with hotkey list?
