WTB: 15 energy, -1 regen air wand or storm artifact

Exactly as title states, I'd liek to purchase an Air Wand or Storm artifact with the +15 energy, -1 regen stat. Also, is this a collector item?? I have never seen it. I already have the 12/20/20 and the 11-22/20.

12/20/20 and 11-22/20 are all you can get, there is no 27 ones for ele. Typically ele will get it from 2nd profession, like e/mo use healing 27 one, e/n use blood 27 one.

Bad news for e/me though as domination is a popular choice. There is 27 one for inspiration but not domination, not sure why.
