Did anyone else get that funky pan around camera angle when you stopped? It made targeting a nightmare.

every single time I stoped walking/running the view would make a complete panaramic(circle) view and throw me all out of wack.

That depends on how you stopped walking, it was possible to stop auto-running and turn 180 degrees simultaneously. When that happens your camera often follows the character and turns as well... I had to condition myself to stop stopping that way.

I was just targeting a spot with my mouse and my charecter would stop there and then the camera trick would happen.

Are you sure you weren't clicking on the compass? I know sometimes if I click somewhere on the compass, or in the corner of the map, it does a 180.

I think I may know what was happening here. I depends on what key combination you use to move in the game. If you hold down the left mouse button in order to move to a spot in the game, and then let off of it when you arrive there, you will notice some reeling/spinning about of your screen view. Try either using the W-A-S-D keys for movement, in combination with the RIGHT mouse button, or, if you're primarily using only the mouse for movement, try holding down BOTH mouse keys simultaneously. With the latter method, the cursor will vanish and your character will simply move forward toward the direction you're looking and when you let off of the mouse buttons, you will stop WITHOUT the spinning/reeling of your view. I hope my description hasn't confused you.

Me and my girlfriend noticed this. Here is the basic rundown of what happens.
You stood still, Camera Facing south.
You head north, the Camera follows you, from the south, facing north
When you stop, the Camera turns to the last position it was facing (south in this case)
To over come this, use the wasd or the arrow keys to move, and use you mouse for combat/tactical movement (e.g. Being able to go side and back etc without moving the camera)

I had that problem with holding the left mouse button down, but using the keyboard was running me into walls (over rotation). Holding down BOTH mouse keys does work...either that or point and click

Is it perhaps possible that there is an option to either lock the camera view from auto-panning? or simply disable the camera auto-panning? would make things a whole lot easier to newer and less apedextrious players, I heard nothing but cursing from the fams who were 1st timers.

This issue plagued me as well... The thing that gets me is that auto snap when you stop moving. Like the camera swings to the left or right after you stop moving and shows you a profile of yourself. Then you have to pull it back around. A tempoary fix to this was to just use the keys on the keyboard... Worked fine till it was time to kill something or heal someone then you have to scramble for the mouse (where did it go?).
