total is 200 atribute points so if ur lvl 20 doin heros quest u should have 185 totalpoints i think

You gain 170 from pure leveling, meaning at level 20 you will have that many points if you didn't do anything else.
There are also two quests after Ascension that give you 15 points each, for a total of 200 attribute points.

Yes it will. Lets say you use a minor rune. Instead of 12 you will get 13.

To get to Fire Magic 12, it will cost 97 attribute points. I think that this is a better guide, since it shows you multiple point spreads, depending on the number of Attributes:

The max you can get consistently is 16 (12 + Superior Rune + Headgear), though some weapons give you a % chance of more.
