My first ever build, for PvP, designed to be a pain to other spell casters.
Mesmer/Elementalist - "The Brownout"
1) Backfire (Domination)
2) Power Leak (Domination)
3) Power Spike (Domination)
4) Cry of Frustration (Domination)
5) Diversion (Domination)
6) Glyph of Lesser Energy (No Attribute)
7) Energy Tap (Inspiration)
8) Hex Breaker (Domination)
Domination Magic: 12 (Modified to 15)
Inspiration Magic: 6 (Modified to 7)
Fast Casting: 11 (Modified to 13)
Illusion Magic: 2 (Modified to 3)
Constructive crictism needed! Who is going to counter me and how can I counter the countering? Any other tips are appreciated.

Why modify Illusion to 3 when you use no skills in it?
Why Glyph of Lesser Energy? Just for Backfire?
Why no Elite skill? There are plenty of Mesmer elites that are just better versions of existing skills. Energy Drain and Energy Surge come to mind. Power Block might fit your interrupt-heavy build.
What's the point of Backfire if you're just going to interrupt their skills anyway? Why not take another interrupt instead?

Energy Drain would be much better than Glyph of Lesser Energy. Also, with 13 Fast Casting, you should switch the secondary to Monk and throw on Resurrect or Restore Life (switch the two Illusion Magic points to Healing Prayers if you take Restore Life). With 13 Fast Casting, an 8s res will only take 4.56s, only a second and a half faster than Res Signet.

If you're an interupt-heavy build, maybe throwing in Migraine would help you interupt those 1 second cast spells such as orison of healing. Otherwise, switch energy tap for energy drain and glyph of lesser energy for arcane echo OR migraine. Why get 15 less energy on your next cast and wait a long recharge time when you can just steal the same or more from an opponent and have a recharge time of 20 seconds. Maybe you should also get rid of Backfire for clumsiness or another interupt.

Something else you may want to try tho, drop backfire for another energy drainer. Drain Energy from target A. then interupt target B. and there you go, you've shut down two targets.
Personally, I think if you're going to commit more than one slot to an interupt you need to support them with either migraine or arcane conundrum. So you can reliably interupt quick spammy monk stuff.
I'd also think about Guilt and Shame, there hexes true but work a lot like interupts.

Might want to consider power drain over glyph of lesser energy. I'd rather get the interrupt and more energy anyway.
Arcane conundrum is a huge help vs interrupting monks. For elites, take a look at power block or energy drain cause energy tap is pretty crappy.
FC probably doesn't need to be so highly; you could bump up insp and get more benefit from p. drain or take illusion for AC.

Why bother with half a class? Is the ele there just for show?
I believe that a class only reaches max potential when backed by at least one skill from their secondary.
What Ele skills can augment a mesmer's capabilities? Why'd you go ele secondary to begin with?
You should at least get some warrior defense in there. Like the simple Blinding Flash.
My mes/nec runs Enfeebling Blood and Shadow of Fear so Wars and rangers are nullified to some extent and casters I just drain energy from.

but since mesmers are most efficient against casters
u might as well go all out anti-caster
rather than throwing weak anti-melee spells
as for ele spells, i cant really see any spells tat would complement the whole interrupt/shutdown theme
