Its made/bought from the weapons npc in Henge of Denravi (or Maguuma Stade), at the low price of 2000g

& to top it off it isnt even max damage.

I believe that's the last place where you can get custom crafted weapons/focus. I haven't seen one in the desert or the shiverpeaks.
