Anyone know if this can be cast on a monk who is using spell breaker. Say you cast Mantra of Concentration and then use rend enchantments on a monk. Will this work?

I do not think this will work. According to the skill description, spell breaker causes spells used against target to fail, where as the Mantra of Concentration only protects from being interrupted. This isnt battle tested, but I believe I'm right, at least according to the description of the skills. If it does work, the skills are broken, or the descriptions need to be modified.

I just tried both Mantra of Concentration and Glyph of Concentration against the Blessed Griffons in Snake Dance. Spell Breaker still causes your spell to fail, you lose energy, etc.

I find this spell real nice to have on an R/Me .... since troll unguent is a skill and not an enchantment, the only real way to stop it is to use interrupts ... so I cast mantra of concentration immediately followed by troll unguent to make it virtually uninterruptable (unless someone manages to interrupt twice within a 3 sec timeframe). I sometimes even cast it ahead of time so that the energy recharges and I have more for combat once I get in, since even with 0 inspiration it lasts a while.

Biggest use is on trappers, to make their traps uninterubtable, or on EQAS spike, where you depend on a 3 sec cast spell to make it through. Fairly useful on hex spam necros as well.
