What does Ressurection Actually do?

I've been using my Ranger, who has completed all secondary change quests to unlock skills for my PvP monk recently. However, I just now noticed that after unlocking pretty much every Ranger and Mesmer Skill, and buying a good number of Signents of Capture, some of the skill trainers are up to 500 gold for a skill. Outrageous!

I've thought about buying Ressurection to replace the monk template's Restore Life, since the former doesn't require me to touch a corpse and wave my wand around going, "Look here! Kill me!" However, the description isn't...good....like at all. How much life/mana does Ressurection give back as opposed to Restore life?

Resurrection vs. Restore Life
They both have the same energy cost, casting time, and recharge time.
Resurrection can be cast on anyone within 80' of you (just outside your aggro bubble). Restore Life requires that you be in melee range.
Resurrection (along with Rebirth) resurrects someone with about 20-25% health and no mana. Restore Life resurrects someone with varying amounts of health and energy.

Frankly, I never use Resurrect. If I need a combat res, then I'll use Resurrection Signet, Vengeance, or Unyielding Aura (I use UA rarely). If I am ressing outside of combat, I use Rebirth. If I need something that works in combat, but doesn't have the downsides of Rebirth, I take Restore Life.

Basically, it ends up that I take Rebirth for PvE 95+% of the time. Rebirth is the best PvE res, bar none. I believe that every single Mo/* or */Mo should seriously consider it for their build. In PvP, I take Restore Life and Resurrection Signet about 40% of the time, with Vengeance about 20%.
