Is the first actual place to cap in peridition rock? If so where abouts there is it and are there any strats?

There is an Ettin called Rull Browbeater who has the skill. He's a bit of a pain to cap.
As you leave Perdition Rock, head left towards the Mussarat tower. Facing the tower, to the right, behind some Jade Bows, is a nook. It will either hold Rul, a Mesmer boss, or just a bunch of hydras and ettins. You need to reenter the area until you get Rul. (see excellent map above.)
Kill the tower and both sets of Bows. The problem is that Rul has a resurrect spell, so unless you can interrupt him he can be hard. I got him with my monk and henchmen by focussing on his entourage, usually 2 hydras and an ettin, but sometimes just the hydras (way easier.) His res spell takes a while so hit hard. Good luck!

Aka, you got lucky. I faced him when he had a hydra and 2 ettin partners lol. It isn't that hard, just make sure to clear the guys around him first, so you don't have to worry about aggo.
