I find the common denominator between the Ele and Necro are the Damage over time spells.

Focusing on Fire and Death Magic:

You've got:
Immolate
Incendiary Bonds
Searing Heat
Mark of Rodgort + staff attack or flare or something
Virulence [Elite] + any of the above
Rotting Flesh
Well of Suffering

Thats a lot of degen.
Put a few points in curses and throw in:
Defile Flesh (to reduce healer's ability to do anything about it)

Or go with air magic and use Gail to save your ass (or someone elses) in a jam.

So with this char, it's pretty easy to get a single target near the -10 health degen limit and keep him there for a good while.

Seems like a cool trick, but doesn't seem to be very helpful. Can anybody think of a strategic situation in which a massive amount of degen can be useful?

Not really. You're doing 20dps max. You can stack all those expensive spells on a target and get 100dmg in 5 seconds, or you could cast a 2 second lightning orb and get the same effect. Health degen is more of a bonus effect, rather than something you should base your whole build on.

in a one on one a health degen will likely fail because too many are self sufficient in the arenas. as stated above lightning ord would be a better option. However, degen is good in a team build to tax the monks resources. But in arenas I would go more the i kill u before u kill me route ...

The degen IS a bonus, but its a damaging bonus, and if you get higher than 10 between your spells healing breeze can't do jack squat against it.
