There are no such inherent mod that give a percentage of damage without a penalty (besides customization), right? [ie a bow that does +10% damage straight up]

Nope, it doesn't excist 
But that's not so strange if you ask me, that's just overpowered and would be way too exspensive and would make all the other +% Dmg modifiers useless.
