What To Do With My Necro/Ranger?

I have a Level 14 Necromancer/Ranger. I haven't used him in a very long time. I want to make him mostly ranger because I want to be able to set traps. Now with that in mind I will ask a few questions. First how should I distribute my attributes, i.e. Wilderness Survival and Blood magic? Second what skills should I use? Now bear in mind this character will be used mostly for PvP after I level him and get him through the game and getting all the necessary skills. So what skills should I use for PvE and what should I eventually use when I get him to PvP point?
