Don't trade with anarkii his staff is really bad... anyone could tell you that.
I can sell you a collector artifact which provides with 12 energy 20%fastcast for fire and 20% Improve recharge fire skill for 7000 too, the raw materials are hard to get and the collector is far from any city, that's why i can't make it cheap.
I guess you can find someone cheaper than me on this artifact, anyway ytou don't need that

The 9% Skill Recharge is just 1% short of perfect. Its applicable for all skills, not just fire. So an E/Mo or E/Me has all the skills of the secondary affected by this as well.
Health +25 Mod is alone worth 10K.
Armor +5 is the max mod, and is very very good for elementalists. Its better than Health +30 mod, according to Ensign.
He didnt ask your opinion about my staff
I can as well salvage it and sell any of the upgrades at 8-10K.
