It's dmg part of the effect is worded really badly in relation to what it actually does.
It Does normal dmg on a normal hit, and PLUS upto 25 dmg when hitting someone casting a spell.
Someone reading it for the first time will probably think it does no dmg, but it atleast does 25 if it hits a spell. Thats what the desp. would imply.
