Difference in Ele and Necro casting.

With my elementalist character i noticed while im casting i can move to cancel it without losing my energy, the energy only comes off when youve completed the cast, unlike necro. Necro uses the energy then does its casting timer. Is this intentional?

I've noticed this energy loss with the necro. This can be most frustrating! However I've had no experience with the elementalist.

I'm and Ele and the energy comes off too if the spell is started to cast.
Its not the same as if I already clicked the spell button and my char is running to get the mob into the aggro circle. If I walk backwards and stop the "auto-running" then I do not lose the energy. Maybe that is your case?
But if the spell is casting, the energy is gone if I cancel it.

Same here for elementalist, you loose energy when you click on the spell, and if you move you still lost it.

ahh, maybe i didnt notice it cause as an ele i have so much energy it doesnt matter.

If you use an energy reducing glyph before casting the spell, and the spell costs less than or equal to the amount reduced by the glyph, you may cast+cancel all you like until the glyph wears off.
However, unless it's the Glyph of Energy {E}, you also get exhaustion.
That's got to be one of the most annoying thing for an elementalist: to cast and move on accident, interrupting a spell that causes exhaustion.

I find it more annoying that the energy is taken off even if the target no longer exists. Gets annoying in the Ring of Fire Arena, where I cast Lightning Surge on a running enemy, only to have them die by another means - so I've wasted energy + become extra exhausted for no reason. And no comments about why I'm using Surge on running enemies please, I prefer to make sure they're going to die when they're running away, rather than leaving it to chance.

Actually I think the OP is correct.
I just took my Ele/Mo and cast Fire Storm (without using Glyph) then waited until it was 3/4th's of the way cast, then I walked forward thus canceling the spell and my energy was still full. I lost NO energy.
Then I took out my Ne/Ele and cast Life Siphon. I waited until it was 3/4th's cast then walked forward to cancel the spell. I lost the energy cost of the spell. After my energy recharged I cast Fire Storm (thinking that maybe it has to do with Ele spells) and when it was 3/4th's cast I walked forward to cancel it. I again lost the energy cost.
For kicks and grins I deceided to take out my Mo/W. I cast Heal Party and moved forward when the spell was over 1/2 cast and the Monk also looses the energy.
So.....shhhhhhhhhh....dont give A-Net any ideas about fixing the Ele so she too looses her energy if she moves and cancels a spell

OP is wrong or else it is a bug. I've logged over 200 hours into my Ele and I can say that everytime I interrupted the cast while it was casting, I was out the E - The E is subtracted when the casting animation begins. Interruption could be me moving or from an enemy using an interrupt on me. The only difference is if I caused it by moving, my spell is available to cast again but if I was interrupted by an enemy then my spell must recharge. But either way I lost the E.

I think it depends on the spell with Ele's, I know from doing it a few times that if you interrupt the looong ones like Firestorm early enough, you don't burn the mana.

Maybe you guys just regen all the energy before you notice?
Every class I've used with long casting times, Mesmer, Monk, Necro, Ele, Ranger, I've found that as soon as I hit the button for the spell I lose energy. Moving just stops me from casting but doesn't give me back the energy.
