Where is this place and what things including items monster etc. are in it

There are lots of info on this around.

The Underworld is accessed at the Temple of Ages by talking to the Voice of Grenth in front of his namesake's statue. The monsters are all ghostly/undead/creepy or just plain mean. Your character must ascend to be able to enter, and I wouldn't go in there without some series backup. It costs 1k gold to enter.

and you need to be ascended.

this is where you'll find eternal shields and storm bows.
