Well ive been playing nero for some while (blood PvP, death PvE) and i felt like trying a curse support character for PvP and would love it if someone could post their build and how to use it effectively.
If possible could you also post a good secondary to go with my necro?

I'm working on a Ranger/Necro revolving around Marksmanship, Expertise and Curses. So far I've got:

Precision Shot for hardly-ever-miss
Pin Down for hobbling people
Power Shot just cuz it hurts.
Marksman's Wager so I can get that tasty energy back in a hurry
Enfeebling blood for AoE weakness
Shadow of Fear for AoE attack-slowing
Weaken Armor for dropping target armor 20 points
and either Rend Enchantments or Mark of Pain, depending on my mood.

I'm waiting on Desecrate Enchantments and Melandru's Arrows before it really starts to take off, though.

I know I've left out any self-healing skills, but I think you'll find that later in the game, people are skilled enough to leave the healing to the healers.

In a tight spot, though, say like in pvp, I may throw in throw dirt or whirling defense or troll unguent. All depends on the situation.

im convinced i have one hell of a cursing build going for me because after i cast the first few hexes in PVP everyone stops trying to kill the monk and goes straight for me. i use it in PVP but it was created for PVE, and by switching out a few skills it becomes pvp! anywho, i made he build for the FoW and UW and almost everytime i go someone in the group says "glad we brought a necro"
cursing isnt easy though, you have to give up yor ability to do damage and the worst part is that you never get to see the little numbers that say how much damage you do! i wanna know how badly im hurting them!!
anywho, i dont mean to sound like an assaholic, but i out of all the PVP ive done ive never lost to another necro (or to a warrior for that matter, its always degen that gets me) i would like to keep it that way, but i can give you some advice.

1. dont focus on dealing up front damage, cursing is all about making others look good and screwing up the enemy.
2. if you want cursing to work, you have to dedicate yourself to it. so in order to make those enemies take up to 80 damage every time they attack for 21 seconds, you wont be using a secondary skill.
3. elite skill: cursing has the best elites, and i know what your thinking "no way! blood has way better elites!!" problem is that you cant spam the blood elites like you can cursing elites.
4. your elite skill makes your build. this means that the elite you choose will be the center of your build, most of your other skills should help it. for example, if you use feast of corruption then many of your skills should be AoE curses like suffering and enfeebling blood. my chosen elite is spiteful spirit (i think its the best elite in the game, mesmers have some nice ones too)

the thing about cursing is that its all behind the scenes. if you want proof, go to the fissure with a random group and see if they know what spiteful spirit does. about 75% of the groups im with dont have the slightest clue what it does, all they know is that it hurts if you attack.
ive even seen the forgemaster die because the ele next to him had spiteful spirit on them.

just remember that a cursing necro is alot like a mesmer, and some people have said its harder.

I'm W/N running curses and if one looks at the entire curses skill line, you should immediately say: OH I CAN USE THAT! ^_^

Curses can mitigate and disrupt 2nd only to the mesmer. Though not as hefty an energy cost or as effectively either.

With Shadow of Fear and Enfeebling Blood alone, you can pretty much own any non-caster. Spiteful Spirit {E} is in my book for top 10 elite skills. I'd put Lingering Curse {E} in there too if you can hex chaff and your teammate shuts down that convert Hexes monk.

Parasitic Bond: best hex chaff EVAR! Dump it on the entire enemy team. With fast cast, cool down, cheap energy cost, and HUGE healing should it be removed, it's probably the CAPITAL Hex on 4v4.

Dodging/blocking ruining your day? Rigor Mortis ftw.

Against Spell Casters, I'd say Blood Magic would be the only 'interrupt' to a degree with Mark of Subversion, but nothing in game can beat Rend Enchantments/Lingering Curse {E} outside of Nature's Renewal.

Yep, Curses is to me the Necromancer mainstay.

i use a n/w pump up curses and blood and you can get a powerful combo

mark of pain for small groups (or the elite equivalent) + vampiric touch.
you can keep yourself alive while doing some major damage.
if you have troubles with tanking demonic flesh gives you alot more health temporarily

then invest in either sword/axe +cesta(or shield) or hammer and you got it made.

Curses imo is one of the coolest lines in the game. Most of the skills are usefull and some of them are beyond usefull. However, the majority (read: 90%) of the curses specialize in warrior/ranger shutdown/buff, but there are some good multi-purpose ones in there. Basically, just grab whatever looks good, because it probably is. If you have an idea what you're fighting against or what the rest of the teams build is weak against you can specialize a bit more. Also keep in mind that most curses are around 10 energy, so don't go crazy with them. They also come with long durations and roughly equal recharge times.

You probably don't really want more than 3-4 curses (disenchants not included) unless you're running some sort of specialized build. The warrior shutdowns/buffs, if not removed, and really ruin someones day but there is such thing as overkill. Also, if curses is your only necro attribute take a different primary. The durations on change more than the other effects for most of the curses so its not really needed ot have 16 in it. Mesmer is usually a good choice for primary as you get fast casting and your choice of more (yay) shutdowns.

Make sure you team knows and comprehends what you're running. You should probably use parasitic bond as a cover hex for your big hitters and even toss it around on random enemies just to confuse whoever is removing hexes.
