so when it says 10 energy minimum, it means 10 energy min b4 expertise right? so expertise should still take out its percentage?

That's correct. Bring the cost to 10 if it's above, then apply Expertise.
I have 14 Expertise, which reduces 10e skills to 4e. If I cast Energizing Wind, then Dust Trap (a 25e skill), the Dust Trap only costs 4e. If the order were reversed-- Expertise then Energizing Wind-- I'd expect to pay 10e.
