10k-ish for 14% while below 50% hp sound ok since its a sword.
Since its a fellblade you can count on a "good looks" bonus (which is dependent on buyer. Someone that needs this sword to combo with a Over 50%hp fellblade will probably pay 20k+).

Also adding an upgrade is most times meaningless since upgrades themselves always go for more (unless its on a 15% 50%hp+ or 20% while below 50%hp weapon).

I think adding an "of something" mod would not increase its value at all. Sticking on a 500 g upgrade to a good sword like that is ruining someone else's chance of putting a better upgrade, or specific upgrade on it.
