Apparently its modifiers are

Energy Regen +1, Spells that target corpses are faster

Anyone know how much faster exactly?

I have never done any true testing of this but... I would say about a 1/2 second? This is coming from my expierence with a guildie. He was Necro & I was Necro & I, wearing the boots, would raise minions about 1/2 second before he could.

Again...I haven't done any true testing.
