As I understand it not having at least the required amount of a linked attribute defaults a weapon's damage to the minimum value. Does this also effect upgrades in anyway? Would all other effects on the weapon still function normally?

all other mods for the weapon funtion as normal.
I currently use an 11-22 Earth Wand (9 earth magic req) for when I farm because it has a +3 energy modifier.
