I'd say 15-20k for the hammer, maybe more if your lucky.
Both the mods are -2 from perfect so I wouldn't risk salvaging for the mods. I'd just sell it as is. The req. is awesome on this item which could increase the value significantly. 18<50 is really the only downfall on this hammer as most ppl aren't looking for this damage mod. So it will be harder to sell than "while enchanted" or XX>50%.
