Salvage Wands, Shields and Artifacts

You have hilts for swords, axes and hammers. You can upgrade staffs and add runes to armor.

But why did they draw the line at Shields, Wands and Artifacts?

Found a fire artifact +12 energy (something fire req) and +12 energy with a -1 energy regeneration. Don't you know I'd love to find a +1 energy regeneration to add to that baby it has a +24 total to energy!

Anyway I would really like to see them make it so you could take enchantments out of those items (shields, wands and artifacts) and put them into the ones you want...

Why is it the way it is?

Because if you were able to upgrade foci and wands, staves would become obsolete. The whole point of having different sets of weapons is for the choice. Why you can't salvage shields, I don't know.

And correct me if I'm wrong, but there is no upgrades that give +1 energy regen. If there I want one...

[I always Expert Salvage shields I don't need. There is always a chance that even a crappy shield will yield you a steel ingot. (I know that's not what you're talking about though!)]

You have the potential to get just as good damage/mods with a wand/artifact combo as you do with a staff. With two items you have the flexibility to equip/unequip without destroying anything; with a staff, you can always upgrade with components.

Staffs are not bad, staff is actually more flexible than a offhand and wand. It is very tough to beat the +12 energy 20/20 offhand and a 20% wand from the collectors in the Desert and Southern Shiverpeaks (because there are two modifiers that can both have different ranges and collecters always have the maximum). However, you can get a +10 energy staff with 20/20 from a collector and add upgrades. If you want health, you can get a Hale Staff of Fortitude to get +60hp. If you want defense you can get up to +10 armor (with Defensive Staff of Defense). If energy is important you can add an Insightful head to get +5 energy for a total of +15. Also, you can add something like of Healing Prayers, etc. Staffs are better than wands and a focus if you have the time to hunt down all the upgrades you want. Both types do have merits though because there are some modifiers such as +15 energy -1 energy regen that are not found in staffs, so one type of setup will be better than the other depending on what you want to do (I'm just pointing out that there are many situations where a staff can be better). And there is no such thing as +1 energy regen modifier.
